12% under Jimmy Carter with interest rates at 14%
25% under FDR during the Depression that he caused.
7.5% under Bill Clinton
4.5% under George W. Bush
Lets spin this to make it sound good instead of the doom and gloom. It is not 8% of the country unemployed, it is 92% of the country that is employed.
